Executive Director RMC NECA, Secretary of 8th District Pension, Chairman of 8th District Pension Reveiw Committee, 8th District Health Trustee, Colorado State Electrical Board Member 2009 – present,
Responsibilities include the full gamut of a Chapter Executive responsibilities, including: 1) Labor Relations, 2) Business Development, 3) Government Relations, 4) Membership Development and Services, and 5) Trade Association Administration.

Chapter Office Manager
Holly Rachwal
Holly Rachwal has been the NECA Chapter Office Manager/Bookkeeper since August 1995. She handles all the bookkeeping and preparation of financial reports for the chapter. Among other duties she manages the RMC-NECA/IBEW 68 Drug Testing Program, manages NECA membership and Associate Membership as well as manages the EPR program for all Signatory contractors for payroll reporting as well as updating Wage/Fringe databases for the Chapter.
Chapter Administrative Support
Carri Baxendale
Carri Baxendale has been the NECA Chapter Administrative Support person since early 2025. She will be administering the RMC-NECA/IBEW 68 Drug Testing Program, the Associate Member Program. She will also be assisting with Contractor EPR Payroll Reporting.
Carri hails from over 35+ years as a seasoned healthcare business analyst. First in revenue services cycle for half that time and the last 15 years as an Epic Systems Certified Professional Billing Claims Analyst for a large healthcare hospital system.
